Structure of the PEI PNP Program

Applicants interested in the PEI PNP may obtain a provincial nomination certificate using one of two methods. The first method involves applying directly to the Office of Immigration of Prince Edward Island outside the Express Entry system. Once approved by the province, applicants may then create an Express Entry profile and attach the nomination certificate.

The second method involves creating an Express Entry profile first and then submitting an Expression of Interest to Prince Edward Island. The province may then issue a Notification of Interest to selected candidates. Since the Express Entry profile already exists, nominated applicants receive immediate credit for the provincial nomination, adding 600 points to their Comprehensive Ranking System score and placing them in a strong position for a permanent residence invitation.

PEI PNP Business Impact Pathway

The Business Impact Pathway is intended for foreign nationals who plan to invest in and actively operate a business in Prince Edward Island. This pathway is divided into three categories based on the level of ownership and involvement.

100% Ownership Category

This category is for individuals who intend to own an entire business in Prince Edward Island. The business may be newly established or fully purchased from an existing owner within the province.

Applicants must submit a detailed business plan and demonstrate active involvement in daily operations while residing in Prince Edward Island. A refundable escrow deposit of CAD 200,000 is required, along with a minimum business investment of CAD 150,000.

The business must be a for-profit entity in good standing, maintain its primary location in Prince Edward Island, comply with provincial tax obligations, hold assets with a minimum book value of CAD 150,000, and demonstrate economic viability within the province.

Partial Ownership Category

The Partial Ownership Category is intended for applicants who wish to purchase a portion of an existing business. A minimum ownership of 33.3% voting shares is required, or an equity investment of at least CAD 1,000,000.

Applicants must remain actively involved in business operations, submit a business plan, enter into an escrow agreement, and invest at least CAD 150,000 into the enterprise located in Prince Edward Island.

Work Permit Category

This category allows applicants to initially work in the business they plan to invest in. It is suitable for individuals who want direct operational involvement before completing their investment commitments.

Applicants must obtain a work permit, operate the business daily while residing in Prince Edward Island, sign a performance agreement, submit a detailed business plan, and invest a minimum of CAD 150,000.

Across all Business Impact categories, applicants must be between 21 and 59 years of age, hold at least a high school education, demonstrate a minimum net worth of CAD 600,000, and meet English language requirements with an IELTS score of at least 4.0.

PEI PNP Labor Impact Pathway

The Labor Impact Pathway is intended for individuals who plan to live and work in Prince Edward Island without owning a business. This pathway supports employers seeking workers in occupations facing shortages.

Skilled Worker Category

This category applies to applicants who have secured full-time employment from an employer in Prince Edward Island in a skilled occupation under NOC levels 0, A, or B. Applicants must possess post-secondary education, relevant training, or recent work history related to the position.

A valid work permit is required if the applicant is already working in the province. Applicants must also demonstrate sufficient settlement funds and English or French language proficiency through accepted assessment methods.

Critical Worker Category

The Critical Worker Category is designed for individuals working in semi-skilled or entry-level occupations such as food service, trucking, housekeeping, and general labor. Applicants must have at least six months of full-time employment with a Prince Edward Island employer and hold a valid work permit.

Educational requirements include completion of high school and proof of language proficiency through an approved test, such as IELTS, meeting specified minimum scores.

PEI PNP Express Entry Pathway

Prince Edward Island participates in the federal Express Entry system to select candidates whose profiles align with current provincial workforce needs. Applicants must already be eligible under one of the federal economic programs, including the Federal Skilled Worker Program, Canadian Experience Class, or Federal Skilled Trades Program.
